The documents deal with questions that are central to maintaining trust in government: What are the duties of ministers and deputy ministers and how and to what extent are ministers, deputy ministers, and officials to be held responsible and accountable for government actions in the 21st century? We believe the documents provide an opportunity for Parliament to examine the appropriateness and effectiveness of some of the basic ways ministers and senior public servants can be held to account for their decisions. We believe that the government, as an urgent matter, needs to initiate independent, in-depth studies to examine this issue and take steps to prevent their reoccurrence.
